Phase 1 · 9–12 months out

Decide with real numbers

Take a scouting trip — you get 90 days visa-free per rolling 180 (the EES system has been counting your days since October 2025; ETIAS ~€20 expected late 2026) Do it in winter, or at least shoulder season — coastal Croatia in January is the honest version Pick your route: digital nomad (remote income €3,622.50/mo, 18 months) or "other purposes" (1 year at a time) Accept the big constraint: neither route currently leads to permanent residency — decide whether a 1-year-at-a-time country works for you Shortlist regions with the Where to Live guide — national prices rose 14.1% in 2025 (DZS) Build a monthly budget from the Cost of Living data — include the HZZO line most calculators miss Book a cross-border tax consultation — especially if American: no US tax treaty is in force and no totalization agreement exists

Phase 2 · 3–9 months out

Build the paper foundation

Request your FBI (US) or RCMP (Canada) criminal record check and have it apostilled — required on first application, and it takes weeks Get your OIB (Croatian tax/ID number) — free at any Porezna uprava office, or remotely via a lawyer under power of attorney Assemble income evidence: 6 months of payslips or bank statements (nomad route), or funds/purpose evidence (other purposes) — in English or Croatian, currency clearly shown Buy health insurance covering Croatia for your whole intended stay — required at application stage (HZZO comes later) Line up accommodation and its paperwork — you'll need a lease, deed, or notarised owner's statement to register your address (a booked hotel works as the intended address on first application) Budget the HZZO buy-in: up to 12 months' back contributions (~€1,500 per adult at the 2026 minimum base) — see the HZZO guide Pets: ISO microchip → rabies shot ≥21 days before travel → EU health certificate endorsed by USDA-APHIS or CFIA within 10 days of arrival

Phase 3 · Application

Apply — online, at a consulate, or in country

Digital nomads: apply online at MUP's portal (digitalnomadscroatia.mup.hr) — or in person at a Croatian consulate or, once in Croatia visa-free, at your police administration "Other purposes": apply at the police administration for your intended address (you're visa-exempt, so in-country filing is allowed) — evidence the purpose thoroughly Respond fast when your case worker asks for more documents — files stall on the applicant's side more than the state's On approval, plan entry: you have 30 days from the permit's start (6 months if a D visa is involved) to register, or the permit is revoked Book travel and line up your first weeks' accommodation to match the address you gave

Phase 4 · Arrival & first 90 days

Become a resident, properly

Register your address at the police station within 3 days of entry (Form 16a + lease/deed/owner's statement) Pay the fees (€46.45 grant + €31.85 card + €9.29 admin) and give biometrics for your residence card Enrol at an HZZO branch within 8 days of the qualifying change — bring passport, permit, OIB, and pension documentation; pay the buy-in and set up the ~€125/month contribution Add dopunsko (supplementary cover) for €15/month and choose your GP Open a Croatian bank account (OIB + passport; FATCA forms if American) and set up utilities — everything wants the OIB Ask MUP about your driving licence exchange now — third-country licences are generally good for 12 months from residence, and some cases need a test Diarise the absence limits: on a 1-year permit, max 90 days abroad in total, 30 days in one trip — notify police in advance for justified longer absences Mark your permit's expiry and the reapplication rule: extension requests ≥60 days before expiry (nomads); 6-month cooling-off before a new nomad/other-purposes stay
