Rent first. Really.

You need a Luxembourg address before your residence application is even filed — the permit requires proof of housing. Advertised apartment rents averaged about €1,768/month nationally and €1,902/month in Luxembourg City in Q1 2025 (asking rents; what's actually signed varies). Renting a year before buying also puts you on the ground for the only negotiation that matters: which commune you can actually afford.

The correction, honestly. Existing-apartment prices fell roughly 11% in Luxembourg City between 2022 and 2025 — and up to 18% in some towns — before stabilising and turning up 1.6% in 2025 (STATEC, "Le logement en chiffres" n°19).
