Phase 1 · 12–18 months out

Reality-check the route

Confirm you fit a real route: skilled work, family immigration, or study — there is no retirement or passive-income visa, so settle this before anything else Scouting trip — you get 90 days visa-free per rolling 180 (the EES system counts your days); include a dark-season visit if you possibly can If the route is work: start the job hunt — the offer must meet 2026 salary floors (NOK 545,400 bachelor's-level / NOK 624,700 master's-level) and the Working guide shows where the hiring is If the route is family: check the sponsor's income against UDI's current figures (NOK 436,957 future / NOK 409,972 last year — they move every January and May) Run the wealth-tax math on your entire portfolio — 1% a year above NOK 1.9M net (couples 3.8M) is a permanent budget line (wealth-tax guide) Book a cross-border tax consultation before you trigger anything — IRAs, Roths, and the wealth tax need answers first Start Norwegian — permanent residency and citizenship carry language requirements (oral B1 for citizenship), and Duolingo won't get you there

Phase 2 · 6–12 months out

Build the paper foundation

Employer confirms your job offer to UDI (required before you can submit), then file your skilled-worker application — or file the family application with the sponsor's income documents Gather apostilled documents: passports, marriage/birth certificates, diplomas — Norwegian offices want originals plus certified translations where required Budget from the Cost of Living data in kroner, not dollars — the krone swings hard against the dollar Plan the healthcare bridge: your Norwegian National Insurance membership starts with legal residence, so carry travel/expat cover for the gap (Healthcare guide) Notify Social Security (US) or Service Canada about your move — pension export and totalization run smoother with warning Pets: ISO microchip → rabies shot ≥21 days before travel → EU/EEA health certificate endorsed by USDA-APHIS or CFIA → tapeworm treatment for dogs 24–120h before arrival (Living guide)

Phase 3 · 0–3 months out

Permit in hand: stage the landing

Receive the permit decision and book your police appointment for the residence card window Line up housing — greater-Oslo 2-rooms average NOK 15,260/month (SSB 2025); leases normally run 3 years and deposits sit in blocked accounts (Housing guide) Start the bank-account conversation from abroad if your bank allows it — BankID is the key to everything and it needs an account first Book winter-rated shipping/storage decisions — furnished rentals are common enough to travel light the first year Collect your driving-licence paperwork — you'll need to pass Norway's theory and practical tests to swap a US/Canadian licence, so bring your driving record and start early

Phase 4 · Arrival & first 90 days

Become a resident, properly

Attend the police appointment and collect your residence card Report your move to the National Registry (Skatteetaten) and receive your 11-digit national identity number — the key that opens everything else Get your tax card (skattekort) — without one, employers must withhold 50% Open the bank account, activate BankID, install Vipps — Norway is functionally cashless Check your assigned GP (fastlege) on Helsenorge and switch if you want — user fees cap at NOK 3,278 for 2026 (Healthcare guide) Apply to exchange your driving licence and book the theory test (Living guide) Enrol in Norwegian classes and diarise the long game: permanent residency at year 3, citizenship eligibility from year 8 (6 with sufficient income)
